Cynthia L. Musselman

Ms. Musselman serves as a Senior Consultant at Identification Technology Partners, Inc. specializing in biometrics systems, identity management and authentication.   As a recognized identity authentication subject matter expert Ms. Musselman brings over 20 years of operational management experience, and specific expertise in information assurance and systems assessment.   Ms. Musselman has held senior technical, consultancy, and advisory posts in technology research, requirements definition/analysis, systems design, implementation and evaluation, feasibility studies, technical standards working groups, conops development, operations analysis, and training programs production.  Over the last two decades, Ms. Musselmen has been involved in pioneering initiatives in the US and around the world to support and advance the operational use of biometrics, smart cards and encryption technologies for identity authentication, with specific expertise in program management, information assurance and systems assessment.   Her activities have included executive and senior consulting roles at the Department of Energy (DOE) Sandia National Laboratories (SNL), the Department of Defense Common Access Card (CAC) Program Office, the DoD Biometrics Identity Management Agency, and the US Intelligence Community.     She has served as an executive consultant to the UN International Labour Organization (ILO), the governments of Indonesiaand Malaysia, contributed to the President’s Commission on Critical Infrastructure Protection, and served as Secretary to the Asian Pacific Smart Card Association.  She was the lead author on the President’s Commission on Critical Infrastructure Protection, developing the strategy for authentication technology research and development needs in the next decade.     Ms. Musselman graduated with honors from the UT College of Electrical Engineering with a BS in Electronics and Computer Engineering.  Her post graduate curriculum includes coursework in Cryptography, Business Administration, and Mechanical Engineering.
