Robert F. Diegelman
Mr. Diegelman serves as an IDTP Senior Consultant specializing in the
government sector and related markets. Mr. Diegelman has over 37 years of
executive management and technical experience including 32 years of service
with the U.S. Department of Justice (DOJ). Over the past 15 years, Mr.
Diegelman has focused on managing biometric programs and developing solutions
specific to the needs of the government. Mr. Diegelman most recently worked at
Lockheed Martin Transportation and Security Solutions (LMTSS) as the Director
of Advanced Identification Programs. In this role, Mr. Diegelman oversaw
programs and support contracts with the Federal Bureau of Investigation (FBI),
Department of Homeland Security (DHS) and Department of Defense (DoD. He also
advanced the efforts to expand and strengthen Lockheed’s Biometrics Center of
Excellence and position Lockheed to address the diverse opportunities
developing in the biometrics market. During his 32 year career at the DOJ, Mr.
Diegelman served in various executive positions, including Justice Management
Division, Director, Management and Planning Staff, where he managed
approximately 20 interagency teams undertaking the design, deployment and
integration of major new DOJ missions that included biometrics performance
within Immigration and Naturalization Services Automated Biometric
Identification System (INS IDENT) and FBI Integrated Automatic Fingerprint
Identification System (IAFIS) programs; and the INS Secure Electronic Network
for Travelers Rapid Inspection (SENTRI) system at five major ports of entry.
He was appointed Deputy Assistant Attorney General, Policy, Management and
Planning, in the Justice Management Division and also served as Acting
Assistant Attorney General for Administration, overseeing the organization’s
1200 employees, its management and administrative functions, and managing the
DOJ’s $30 billion budget. Mr. Diegelman has earned numerous professional and
career awards in recognition of his outstanding performance and service to the
DOJ, including the Presidential Meritorious Rank Award; the Attorney General’s
Distinguished Service Award (1988 &1998); and upon retirement in 2003, the
Attorney General of the United States personally awarded Mr. Diegelman the
Attorney General’s Edmund C. Randolph Award. Mr. Diegelman is a Summa cum
Laude graduate of Loyola College where he received his B.A in Political
Science. He earned his M.A in Government at Harvard University, specializing
in International Politics. Mr. Diegelman also took Graduate Study in German
Political History at the University of Bonn in West Germany, and received his
Certificate in Criminal Justice Planning at the University of Southern
California, Irvine.
